Abstract
LODAR (Lunar-Orbit Debris Attenuation and Recycling) is an end-to-end concept for
reducing long-lived debris in MEO and GEO while converting recovered mass into usable
lunar feedstock. It combines targeted debris routing, electromagnetic deceleration at Earth-
Moon L2, and lunar processing to lower collision risk and create a cislunar reuse pathway. The
concept is structured for phased deployment, explicit verification, and quantified economic
thresholds. A light cultural reference (Lonestar fromSpaceballs) is included for accessibility
without reducing technical rigor.
