Abstract
This article presents the 2026 edition of a quantitative performance analysis of EU
Council presidencies. The 2023 pioneer edition ((Mumin, Claude 2 (Anthropic),
and GPT-3.5 (OpenAI))) was among the earliest long-form scholarly artefacts
produced with assistance from generative AI in a manual copy-paste workflow; it
demonstrated directional accuracy on 2022–2024 terms but encountered the docu-
mented limits of early-generation models on structured-information tasks. The 2026
edition uses an agentic AI workflow built on a pre-established world model (claim-
fact registry, volatile-facts register, 32-persona reader-simulation stack) to produce
a reproducible revision. The rotation schedule is verified against Council Decision
2016/1316; the historical KPI database covers all 27 EU member states across 1958–
2025; completed 2022–2025 presidencies are validated against published outcome
reports with explicit data-type tagging. Four analytical layers are introduced: a
